A typical consumer underestimates the benefits of future energy savings and underinvests in energy efficiency, relative to a description of the socially optimal level of energy efficiency. To alleviate this energy-efficiency gap problem, various programs have been implemented. In recent years, many governments have started providing consumers with subsidies on the purchases of eco-friendly products such as hybrid cars and energy efficient appliances. This book conducts a comprehensive analysis of the environmental subsidy programs conducted in Japan and examines their impacts on consumer product selection, consumer product use, and environmental outcome. This policy brief is concerned with the efficient allocation of subsidies for eco-friendly products. Examples include subsidies for cargo or e-bikes, electric cars, and energy efficient building retrofits. Inefficiencies arise when subsidies are allocated to consumers who would have bought eco-friendly products even without subsidies (inframarginal consumers). This crowds out consumers who buy eco-friendly products only when they are subsidised (marginal consumers). We show how to exploit the relative impatience of inframarginal consumers in order to increase the share of marginal consumers receiving the subsidy - thus increasing the overall efficiency of the subsidy - by lengthening the time between consumer subsidy application and subsidy receipt. We propose a uniform wait time auction which maximizes the number of marginal consumers receiving the subsidy.
Subsidies are pervasive throughout OECD countries and worldwide. Every year, OECD countries transfer at least USD 400 billion to different economic sectors. Much of this support is potentially environmentally harmful. Reforming environmentally harmful subsidies is a significant policy challenge facing OECD countries. The need to reform energy subsidies was one of the pressing issues highlighted at the World Summit on Sustainable Development. Many types of subsidy, especially those that encourage the production and use of fossil fuel, and other non-renewable forms of energy, are harmful to the environment. They can also have high financial and economic costs, and often only bring few benefits to the people for whom they are intended.Removing, reducing or restructuring such energy subsidies is helpful for the environment and the economy at the same time. Potential social costs in terms of employment in the conventional energy industry or reduced access to energy could be addressed by redirecting the money formerly spent on subsidies to income support, health, environment, education or regional development programmes.Of course, subsidies can have certain positive consequences, particularly where they are aimed at encouraging more sustainable energy production and use. Temporary support for renewable energy and energy-efficient technologies to overcome market barriers, and measures to improve poor or rural households' access to modern, commercial forms of energy, for instance, could be positive measures in support of sustainable development.Based on ground-breaking work undertaken by UNEP and the International Energy Agency, this book aims to raise awareness of the actual and potential impacts of energy subsidies and provide guidance to policy-makers on how to design and implement energy-subsidy reforms.
