The Department of Defense (DoD) is the largest consumer of energy in the federal government. In turn, the U.S. Air Force is the largest consumer of energy in the DoD, with a total annual energy expenditure of around $10 billion. Approximately 84 percent of Air Force energy use involves liquid fuel consumed in aviation whereas approximately 12 percent is energy (primarily electricity) used in facilities on the ground. This workshop was concerned primarily with opportunities to reduce energy consumption within Air Force facilities that employ energy intensive industrial processes-for example, assembly/disassembly, painting, metal working, and operation of radar facilities-such as those that occur in the maintenance depots and testing facilities. The terms of reference called for a committee to plan and convene one 3 day public workshop to discuss: (1) what are the current industrial processes that are least efficient and most cost ineffective? (2) what are best practices in comparable facilities for comparable processes to achieve energy efficiency? (3) what are the potential applications for the best practices to be found in comparable facilities for comparable processes to achieve energy efficiency? Overall Air Force weapon system sustainment (WSS) costs are growing at more than 4 percent per year, while budgets have remained essentially flat. The cost growth is due partly to aging of the aircraft fleet, and partly to the cost of supporting higher-performance aircraft and new capabilities provided by more complex and sophisticated systems, such as the latest intelligence, surveillance, and reconnaissance (ISR) platforms. Furthermore, the expectation for the foreseeable future is that sustainment budgets are likely to decrease, so that the gap between budgets and sustainment needs will likely continue to grow wider. Most observers accept that the Air Force will have to adopt new approaches to WSS if it is going to address this problem and remain capable of carrying out its missions. In this context, the original intent of this 3-day workshop was to focus on ways that science and technology (S&T) could help the Air Force reduce sustainment costs. However, as the workshop evolved, the discussions focused more and more on Air Force leadership, management authority, and culture as the more critical factors that need to change in order to solve sustainment problems. Many participants felt that while S&T investments could certainly help-particularly if applied in the early stages ("to the left") of the product life cycle-adopting a transformational management approach that defines the user-driven goals of the enterprise, empowers people to achieve them, and holds them accountable, down to the shop level. Several workshop participants urged Air Force leaders to start the process now, even though it will take years to percolate down through the entire organization. These sustainment concerns are not new and have been studied extensively, including recent reports from the National Research Council's Air Force Studies Board and the Air Force Scientific Advisory Board.

Some of the most difficult problems encountered at federal sites in reducing energy consumption in a cost-effective manner revolve around understanding where energy is being used and what technologies can be employed to decrease energy use. Many large federal sites have one or two meters to track electric energy use for several thousand buildings and numerous industrial processes. Even where meters are available on individual buildings or family housing units, the meters are not consistently read. When the federal energy manager has been able to identify high energy users, the energy manager may not have the background, training, or resources to determine the most cost-effective options for reducing this energy use. This limitation can lead to selection of suboptimal projects that prevent the site from achieving full life-cycle cost savings. The USDOE Federal Energy Management Program has been tasked by the US Air Force Space Command to identify, evaluate, and acquire all cost-effective energy projects at selected federal facilities. This is part of a model program developed to provide a systematic approach to evaluating energy opportunities. The program (1) identifies the building groups and end uses using the most energy (not just having the greatest energy-use intensity) and (2) evaluates the numerous options for retrofit or installation of new technology that will result in the selection of the most cost-effective technologies. This model program provides the federal energy manager with a road map to significantly reduce energy use in a planned, rational, cost-effective fashion that is not biased by the constraints of the typical funding sources available to federal sites. The results from this assessment process can easily be turned into a 5- to 10-year energy management plan.

Defense Energy Program Memorandum (DEPPM) 91-2 and Executive Order 12759 assign energy efficiency goals for Federal facilities for Fiscal Year 2000 (FYOO) as compared to base year FY85. Each Depanment of Defense (DOD) component is directed to prescribe policies and establish appropriate measures to improve energy efficiency of the aggregate of its industrial energy-consuming facilities by at least 20 percent in FYOO in comparison to FY85. In most instances, these new energy and environmental directives exceed the performance capabilities of DOD's installed industrial technologies. (The vast majority of DOD industrial activities use technologies that are over 40 years old.) Cost-effective compliance with these directives in the existing DOD industrial base requires a thorough evaluation of DOD industrial activities and their potential for improvements. This project began that evaluation and identified a wide range of low-cost energy and pollution reduction opportunities and energy conservation opportunities (ECOs) at DOD industrial facilities in which reduced energy consumption can, via energy efficiency and operational improvements, simultaneously and significantly reduce pollutant emissions at DOD industrial facilities within the Departments of the Army, Navy, and Air Force.
