To some, the word populism suggests the tyranny of the mob; to others, it suggests a xenophobic nativism. It is often even considered conducive to (if not simply identical to) fascism. In Democratic Theory Naturalized: The Foundations of Distilled Populism, Walter Horn uses his theory of "CHOICE Voluntarism” to offer solutions to some of the most perplexing problems in democratic theory and distill populism to its core premise: giving people the power to govern themselves without any constraints imposed by those on the left or the right. Beginning with explanations of what it means to vote and what makes one society better off than another, Horn analyzes what makes for fair aggregation and appropriate, deliberative representation. Through his examination of the American government, Horn suggests solutions to contemporary problems such as gerrymandering, immigration control, and campaign finance, and offers answers to age-old questions like why dissenters should obey the majority and who should have the right to vote in various elections.

Widely acclaimed for its originality and penetration, this award-winning study of American thought in the twentieth century examines the ways in which the spread of pragmatism and scientific naturalism affected developments in philosophy, social science, and law, and traces the effects of these developments on traditional assumptions of democratic theory.

In this philosophically sophisticated textbook analysis of democracy, J. L. Hyland explores in depth the concept which has come to reign supreme in the pantheon of political ideas. He examines systematically the major topics and problems of democratic theory: the nature of democracy, majoritarianism, democracy and individual freedom, power and the relationship between socioeconomic factors and political equality. In assessing the work of the major democratic theorists, whose accounts frequently conflict, the author seeks to answer the central questions surrounding the subject: What is democracy? What values does it provide? Can democracy fulfil its promise, or is it an unachievable goal to which we merely pay lip-service? Is democracy always justified? What are the counter-democratic features of modern society?

This descriptive more than prescriptive journey begins with an Anglo-North American overview of the democratic terrain and then zooms in on specific democratic landscapes: liberal, classic pluralism, catallaxy (exchange economics applied to political science), participatory democracy, democratic pragmatism, deliberative democracy, and radical pluralism. Democracy's place within a globalizing world occupies the last chapter. Cunningham (philosophy, U. of Toronto) admits he leans toward democratic pragmatism as espoused in John Dewey's The Public and Its Problems (1927). Suitable for an introductory university course. This title was first published in 2000: This text contends that there are pronounced ideological (apologetic) and utopian biases in how democracy is now viewed by most academic writers, politicians and journalists. Ideological biases result from democracy being seen in formal and procedural ways as parliaments, free elections and competitive parties and pressure groups - irrespective of the standards which guide or the effects produced by these procedures. Utopian democrats reject this narrow empiricism for normative approaches and, instead of realistic norms, they offer impractical, perfectionist and counter-productive standards and goals. As the alternative to ideology and utopia, the author builds upon and draws conclusions from a realistic and normative, public philosophic tradition of writing on democratic politics. This tradition is explained and illustrated by critical responses to Walter Lippman's conception of public philosophy, Lippman's activity as a public philosopher, and the work of major democratic theorists from Alexis de Tocqueville to Giovanni Sartori.

Democratic theory's deliberative turn has hit a dead end. It is unable to find a good way to scale up its small-scale, formally-organized deliberative mini-publics to embrace the entire community. Some turn to deliberative systems for a way out, but none have found in that a credible way of deliberatively involving the citizenry at large. Deliberation Naturalized offers an alternative way out-one we have been using all along. The key sites of democratic deliberation are citizens' everyday political conversations networked across the community. Informal networked deliberation is how all citizens actually deliberate together, directly or indirectly. That is how public opinion emerges in civil society. Networked deliberation satisfies the classic deliberative desiderata of inclusion, equality, and reciprocity, albeit differently than standard mini-publics. Reconceptualizing democratic deliberation in those terms highlights some real threats to the networked mode of deliberative democracy, such as polarization, message repetition, and pluralistic ignorance. Deliberation Naturalized assesses the extent of each of those threats and proposes ways of protecting real-existing deliberative democracy against them. By focusing on the mechanisms underpinning everyday democratic deliberation among ordinary citizens, Deliberation Naturalized offers a truly novel approach to deliberative democracy.

"A Preface to Democratic Theory" explores some problems left unsolved by traditional democratic theory, Professor Dahl examines two influential "model" theories--the Madisonian, representing the prevailing American doctrine, and its recurring challenger, the populistic theory--and argues that they no longer explain how modern democracies operate. He then constructs a model more consistent with modern political science, and, in doing so, develops some unique views of popular sovereignty and the American constitutional system. ""A Preface to Democratic Theory" is well worth the devoted attention of anyone who cares about democracy. For it will have an important influence on both theory about democracy and on actual practice in democracies round the world."--Bernard Barber," Political Science Quarterly" "The book is a must for democratic theorists."--J. Roland Pennock, "Journal of Politics "
