This report provides the results of the audit of seven projects, valued at $21.4 million, associated with the closure of Naval Air Station Cecil Field, Florida, and the realignment of aircraft and dedicated personnel, equipment, and support services to Naval Air Station Oceana, Virginia; Marine Corps Air Station Cherry Point, North Carolina; and Marine Corps Air Station Beaufort, South Carolina. Audit Results. For the seven projects, the Navy did not adequately determine the scope and the most economical way to accommodate the assigned mission. As a result, seven projects, estimated to cost $21.4 million, could not be validated and are therefore questionable. However, an economic analysis provided in response to a draft of this report, completed April 8, 1994, by the Office of the Deputy Assistant Secretary of Defense (Health Services Operations) validated one project for $3.1 million.
