The importance of state legislatures is often overlooked, but as Congress remains increasingly gridlocked their importance will only grow. This project expands our understanding of legislative decision-making to the Minnesota Senate. I interviewed 19 members of the Minnesota Senate to determine what cues have the greatest influence on individual voting decisions. I found that their colleagues have the greatest influence because they represent q quick way to get an expert opinion on a bill. Constituency was the second most important cue for Senators. My research also highlights the importance of caucus meetings as an important nexus of multiple cues and proposes a three-tier system for legislative decision-making.
