In response to the difficulties of implementing PERT/Cost, the United States Department of Defense released its widely cited 1967 Instruction DODI 7000.2, Performance Measurement for Selected Acquisitions, a publication which included an accompanying document outlining the procedures for cost performance monitoring, a document that the DOD requires all of their contractors to use and follow, a document known as Cost/Schedule Control Systems Criteria (C/SCSC). This article examines C/SCSC in relation to PERT/Cost and its key criteria-- work breakdown structure (WBS) and earned value. In doing so, it describes the ways to use C/SCS when working in deflationary and inflationary environments. It identifies the six functions that a contractor's control system should allow a project manager to perform and details the key C/SCS variances that project managers should monitor, variances that include cost, accounting, schedule, and at-completion. It also outlines the performance ratios that enable project managers to understand project status in relative terms, ratios that include cost-performance, schedule-performance, and completed work. It then details two additional variances--inflation and expenditure--for gauging C/SCSC under inflationary conditions and for understanding the deflated cost of work performed (DCWP). It explains how to develop a DCWP curve and analyzes the variances and ratios of a hypothetical project.

Since 1967, the DOD has required its contractors to have cost and schedule performance measurement systems that satisfy certain criteria. These criteria are considered necessary to monitor and control contract performance. Specifically, the objectives of the criteria are for contractors to have cost and schedule control systems which accomplish both of the following: are effective for contractors in meeting their requirements for controlling contract performance; and Provide data which give an adequate basis for responsible decision-making by both contractor management and DoD components. The criteria, known as the Cost/Schedule Control Systems Criteria (C/SCSC), are applicable to selected contracts within programs designated as major system acquisitions. Over the years since 1967, controversies surrounding C/SCSC and associated reporting requirements have existed within industry and government. These controversies or issues can be categorized under two headings: (1) whether the costs of the criteria and associated reporting requirements outweigh their benefits, and (2) concerns about the specifies of how these requirements have been implemented.

The researcher assesses the effect that the Cost/Schedule Control System Criteria (C/SCSC) had on contractor planning and control of major defense systems. The study provides insight into the industry's views. The sample of respondents was taken from eight aerospace companies who had their management systems validated for C/SCSC. Comments and observations were solicited from those members of the companies that were directly involved with planning and control. The data presented gives insight into the contractor's process of embracing the requirements of C/SCSC. Contractor reaction to the criteria swung from an originally positive to negative and back to positive acceptance during the validation process. The manner in which the contractors plan their work was significantly changed as a result of implementation of the criteria. Contractor budgeting and the quality of their cost estimating were significantly affected by the better work definition, budgeting and scheduling. Implementation of the C/SCSC significantly improved contractor planning on major defense programs. (Author).
