An examination of the central role of water politics and engineering in Spain's modernization, illustrating water's part in forging, maintaining, and transforming social power. In this book, Erik Swyngedouw explores how water becomes part of the tumultuous processes of modernization and development. Using the experience of Spain as a lens to view the interplay of modernity and environmental transformation, Swyngedouw shows that every political project is also an environmental project. In 1898, Spain lost its last overseas colony, triggering a period of post-imperialist turmoil still referred to as El Disastre. Turning inward, the nation embarked on “regeneration” and modernization. Water played a central role in this; during a turbulent period from the twentieth century into the twenty-first—through the Franco years and into the new era of liberal democracy—Spain's waterscapes were completely transformed, with large-scale projects that ranged from dam construction to irrigation to desalinization. Swyngedouw describes the contested political-ecological process that marked this transformation, showing that the Spain's diverse and contested paths to modernization were predicated on particular trajectories of environmental transformation. After laying out his theoretical perspectives, Swyngedouw analyzes three periods of Spain's political-ecological modernization: the aspirations and stalled modernization of the early twentieth century; the accelerated efforts under the authoritarian Franco regime—which included six hundred dams, expanded hydroelectricity, and massive irrigation; and the changing hydro-social landscape under social democracy. After the Supreme Court of Canada’s 1999 Marshall decision recognized Mi’kmaw fishers’ treaty right to fish, the fishers entered the inshore lobster fishery across Atlantic Canada. At Burnt Church/Esgenoôpetitj, New Brunswick, the Mi’kmaw fishery provoked violent confrontations with neighbours and the Canadian government. Over the next two years, boats, cottages, and a sacred grove were burned, people were shot at and beaten, boats rammed and sunk, roads barricaded, and the local wharf occupied. Based on 12 months of ethnographic field work in Burnt Church/Esgenoôpetitj, Fishing in Contested Waters explores the origins of this dispute and the beliefs and experiences that motivated the locals involved in it. Weaving the perspectives of Native and non-Native people together, Sarah J. King examines the community as a contested place, simultaneously Mi’kmaw and Canadian. Mumbai's dry taps are puzzling, given that the city does not lack for either water or financial resources. In Pipe Politics, Contested Waters, Lisa Björkman shows how an elite dream to transform Mumbai into a "world class" business center has wreaked havoc on the city’s water pipes. In rich ethnographic detail, Pipe Politics explores how the everyday work of getting water animates and inhabits a penumbra of infrastructural activity—of business, brokerage, secondary markets, and sociopolitical networks—whose workings are reconfiguring and rescaling political authority in the city. Mumbai’s increasingly illegible and volatile hydrologies, Björkman argues, are lending infrastructures increasing political salience just as actual control over pipes and flows becomes contingent on dispersed and intimate assemblages of knowledge, power, and material authority. These new arenas of contestation reveal the illusory and precarious nature of the project to remake Mumbai in the image of Shanghai or Singapore and gesture instead toward the highly contested futures and democratic possibilities of the actually existing city.
Operations in littoral waters present numerous challenges for modern navies, challenges that are especially acute in the waters of the Baltic Sea and around Northern Europe. Russia’s increasing menace above, on, and under the waves—combined with its deployment of new and upgraded maritime capabilities and considerable commercial and civilian activity in the region—calls for enhanced vigilance from the United States and its allies and partners. This report explores the changing nature of maritime domain awareness (MDA) in the Baltic Sea and Norwegian Sea and offers recommendations for establishing effective MDA in these basins. Ultimately, the challenges in these regions necessitate multilateral, networked, and cost-effective solutions that leverage advancing technology and enhanced operational concepts.
The water resources of the Mekong river catchment area, from China, through Thailand, Cambodia and Laos to Vietnam, are increasingly contested. Governments, companies and banks are driving new investment in roads, dams, diversions, irrigation schemes, navigation facilities, power plants and other emblems of conventional "development." Their plans and interventions pose multiple burdens and risks to the livelihoods of millions of people dependent on wetlands, floodplains, fisheries and aquatic resources.
