Under the Eisenhower Doctrine, the United States pledged to give increased economic and military aid to receptive Middle Eastern countries and to protect--with U.S. armed forces if necessary--the territorial integrity and political independence of these nations from the threat of "international Communism." Salim Yaqub demonstrates that although the United States officially aimed to protect the Middle East from Soviet encroachment, the Eisenhower Doctrine had the unspoken mission of containing the radical Arab nationalism of Egyptian president Gamal Abdel Nasser, whom Eisenhower regarded as an unwitting agent of Soviet expansionism. By offering aid and protection, the Eisenhower administration hoped to convince a majority of Arab governments to side openly with the West in the Cold War, thus isolating Nasser and decreasing the likelihood that the Middle East would fall under Soviet domination. Nationalism has become the most prevalent source of political conflict and violence in the world. Scholarship has provided scant guidance about the prospects of containing the dark side of nationalism–its widely publicized excesses of violence, such as ethnic cleansing and genocide. Departing from the usual practice of considering only a few examples of nationalism drawn from a limited geographical and historical canvas, this book is based on fundamental theoretical ideas about the formation and solidarity of groups. Containing Nationalism offers a unified explanation of the dynamics of nationalism across the broad sweep of time and space. Among other things, it explains why nationalism is supported by specific forms of inequality between cultural groups, and why it is inclusive at some times and exclusive at others. Nationalism is the attempt of culturally-distinct peoples to attain political self-determination. Self-determination was generally afforded by traditional states, which employed a form of governance based on indirect rule. After the late 18th century, the rise of the modern state led to a new form of governance characterized by direct rule. Containing Nationalism argues that the impetus for the most common type of nationalism arises from the imposition of direct rule in culturally heterogeneous societies. Direct rule stimulates national identity by making cultural distinctions more salient for individuals' life chances. At the same time it reduces the resources of local elites, giving them a motive to mobilize nationalist opposition to central authorities. All told, these effects heighten the demand for sovereignty. The book suggests that political institutions that reintroduce indirect rule offer the leaders of modern countries the best available means of containing nationalist violence within their borders.

Containing Balkan Nationalism focuses on the implications of the Bulgarian national movement that developed in the context of Ottoman modernization and of European imperialism in the Near East. The sheer scale and brutality of the hostilities between Russia and Chechnya stand out as an exception in the mostly peaceful breakup of the Soviet Union. Chechnya: From Nationalism to Jihad provides a fascinating analysis of the transformation of secular nationalist resistance in a nominally Islamic society into a struggle that is its antithesis, jihad. Hughes locates Chechen nationalism within the wider movement for national self-determination that followed the collapse of the Soviet empire. When negotiations failed in the early 1990s, political violence was instrumentalized to consolidate opposing nationalist visions of state-building in Russia and Chechnya. The resistance in Chechnya also occurred in a regional context where Russian hegemony over the Caucasus, especially the resources of the Caspian basin, was in retreat, and in an international context of rising Islamic radicalism. Alongside Bosnia, Kashmir, and other conflicts, Chechnya became embedded in Osama Bin Laden's repertoire of jihadist rhetoric against the "West." It was not simply Russia's destruction of a nationalist option for Chechnya, or "Wahabbist" infiltration from without, that created the political space for Islamism. Rather, we must look also at how the conflict was fought. The lack of proportionality and discrimination in the use of violence, particularly by Russia, accelerated and intensified the Islamic radicalization and thereby transformed the nature of the conflict. This nuanced and balanced study provides a much-needed antidote to the mythologizing of Chechen resistance before, and its demonization after, 9/11. The conflict in Chechnya involves one of the most contentious issues in contemporary international politics—how do we differentiate between the legitimate use of violence to resist imperialism, occupation, and misgovernment, and the use of terrorism against legitimate rule?
