In this volume of collected studies, social workers in Hong Kong and Singapore tell of their experience in attempting to resolve some of the problems that exist in the communities of these two city-states. All of the readings are 'rich, first-hand accounts of the work done and initiatives taken and, although retrospective, they remain alive and personal, of significance for any study of contemporary social development in Southeast Asia. The book aims to give students of social work, of social policy and administration, as well as the general reader, the benefit of a comparative approach. Comparative studies of the social services in Southeast Asia are still few. Social change affects all quarters of life and human society whether in individual neighbourhoods, communities or nations, or in the world as a whole – encompassing many issues of gender, age, social class and ethnicity. This book examines both the conceptual as well as operational aspects of social transformation and social development. It examines societal transformation at the individual, group, community, national and international levels using a range of case studies from Singapore, Asia and around the world. The rapid trend of globalization has brought with it a variety of sustainability challenges, including global climate change, biodiversity loss, poverty, and social inequalities, which are problems with unclear boundaries, complicated interrelated components, undefined parameters, contradictory values, and no single solution. Social work has a long-standing tradition of emphasizing the interaction of people and their environment. For this reason, the field of social work is one of the best-placed academic disciplines for studying the impact of environmental change on social systems, and should play an important role in developing strategies for mitigating and adapting to these environmental challenges. However, traditional social work tends to lack sustaining work and neglect globally interconnected social problems. The countries of East and Southeast Asia, taken as a whole, display a laboratory of social and political conditions, with individual countries presenting a variety of political, cultural and social characteristics. Some with one-party state systems, others with stable liberal democracies and yet others with more fragile democratic systems. As such the region presents a unique opportunity to examine the relationship between diverse national environments and social work education regimes. In this book, social work educators and theorists from around East and Southeast Asia provide accounts of the social work programs within the higher education systems of their respective countries and compare them to those of their neighbours. This is the first book to offer a structured account of how social work and social work education have emerged and finds their present place in the historical, economic, political, urban/rural and higher education contexts of Southeast Asia and East Asia. Experts from the region assess the extent to which these countries’ systems possess a collective coherence, while examining the diversity among them.
In the past few decades, societies in Asia have experienced rapid and dramatic changes in their economic, social and political spheres. Despite the wide diversity among these countries, a few general trends can be observed. Globalization has swept across Asia, bringing intensive economic interactions, with a strong commitment to liberalism and market capitalism. Wage labour has become the common form of employment. Individuals, as well as countries, are increasingly exposed to the competitive and uncertain global market. Employment protection, particularly for vulnerable labour groups – youth, women, seniors and migrants – has become a pressing issue for most Asian governments. Industrialization and urbanization have had a major impact on demographics, family structures and normative frameworks. The declining fertility rate has been recognized as a defining feature of a modern society, leading to small families and reducing instances of multi-generational co-residency. Changing family structures have contributed to changes in family values and roles, especially the role of women. Sometimes willingly, sometimes compelled, women are entering the workplace in increasing numbers, particularly as migrant workers. Similarly, the elderly are experiencing changes in their roles and participation in society. Family duties compete, and are often in conflict with, the demands of work. The issue of providing adequate and quality care to family members has been exacerbated by the fact that Asian societies are ageing. It is commonly acknowledged that, in Asian societies, personal care and support needs are primarily met by family – both immediate and extended – and, to a lesser degree, by community networks. Governments had gradually established their own social welfare systems in an effort to support economic growth and sustain their legitimacy by meeting certain recognized social needs. The success of these ventures varies across societies, and, naturally, there have been criticisms of the breadth and depth of these provisions. This book addresses social issues related to family, ageing and work that arise from these changes in Japan, Korea, Taiwan, Hong Kong, China, Philippine and Sri Lanka. These societies represent different levels of economic and social development, but face similar challenges and their social interventions can be usefully compared. This variety of subjects provides the reader with a more comprehensive understanding of the changes that have occurred, the problems that have emerged and the strategies that have been adopted. This volume provides insight into ways of addressing social issues in this rapidly changing part of the world.
COVID-19 has presented huge challenges to governments, businesses, civil societies, and people from all walks of life, but its impact has been highly variegated, affecting society in multiple negative ways, with uneven geographical and socioeconomic patterns. The crisis revealed existing contradictions and inequalities in society, compelling us to question what it means to return to “normal” and what insights can be gleaned from Southeast Asia for thinking about a post-pandemic world. In this regard, this edited volume collects the informed views of an ensemble of social scientists – area studies, development studies, and legal scholars; anthropologists, architects, economists, geographers, planners, sociologists, and urbanists; representing academic institutions, activist and charitable organisations, policy and research institutes, and areas of professional practice – who recognise the necessity of critical commentary and engaged scholarship. These contributions represent a wide-ranging set of views, collectively producing a compilation of reflections on the following three themes in particular: (1) Urbanisation, digital infrastructures, economies, and the environment; (2) Migrants, (im)mobilities, and borders; and (3) Collective action, communities, and mutual action. Overall, this edited volume first aims to speak from a situated position in relevant debates to challenge knowledge about the pandemic that has assigned selective and inequitable visibility to issues, people, or places, or which through its inferential or interpretive capacity has worked to set social expectations or assign validity to certain interventions with a bearing on the pandemic’s course and the future it has foretold. Second, it aims to advance or renew understandings of social challenges, risks, or inequities that were already in place, and which, without further or better action, are to be features of our “post-pandemic world” as well. This volume also contributes to the ongoing efforts to de-centre and decolonise knowledge production. It endeavours to help secure a place within these debates for a region that was among the first outside of East Asia to be forced to contend with COVID-19 in a substantial way and which has evinced a marked and instructive diversity and dynamism in its fortunes.
