The issues surrounding the weaponization of outer space present difficult security and diplomatic challenges to the United States in its relationship with foreign states. Several features of space weaponization account for these difficulties. First, many space technologies have dual-use capacity, making it difficult for states to distinguish between defensive and offensive preparations or conventional and space weapons.1 Second, some defense analysts argue that space weapons are inherently better suited to offensive than defensive warfare since they are able to launch powerful attacks quickly but are vulnerable to attack.2 Third, due to insufficient situational awareness in space and poor "forensic" ability, the causes of satellite failures can be unclear, creating the potential for both anonymous attacks and groundless accusations of antisatellite (ASAT) attacks.3 Finally, as in many areas of foreign policy, states often send mixed signals regarding their true intentions in space.
This overview aims to inform the public discussion of space-based weapons by examining their characteristics, potential attributes, limitations, legality, and utility. The authors do not argue for or against space weapons, nor do they estimate the potential costs and performance of specific programs, but instead sort through the realities and myths surrounding space weapons in order to ensure that debates and discussions are based on fact.
The Chinese government is using space power to increase its influence at home and abroad and hopes to leverage the political, economic, and military benefits of space to become a great power. The ambivalent nature of the U.S.-China relationship, however, assures that over the long term China's rise as a space power will present challenges to the United States. Militarily, China's improved remote sensing capabilities and launch tempos require the U.S. military to prepare to counteract China's use of space in a potential conflict over Taiwan. Commercially, China's lower labor costs and mercantilist approach to space could establish China as a competitive market force. Politically, U.S. diplomats must recognize the role Chinese space activities plays in diplomacy and be prepared to ameliorate cooperative activities that impinge on U.S. national security. Despite these drawbacks, cooperation with China cannot be ruled out. Cooperation can improve scientific research, increase safety, and make an opaque program more transparent, but should not directly improve China's military or commercial capabilities. Consequently, the U.S. response to China's rise as a space power should take a balanced approach in which challenges are managed and opportunities exploited.
