The Navy has put forth a new construct for its strike forces that enables more effective forward deterrence and rapid response. The availability of land bases from which to launch and maintain military, diplomatic, and humanitarian relief operations is becoming increasingly uncertain because of physical or political constraints. The ability to operate from a sea base, therefore, is likely to become more and more important. Forty years ago the Naval Studies Board was created at the request of then Chief of Naval Operations Admiral Elmo R. Among its key responsibilities, the U.S. Special Operations Command (SOCOM) plans and synchronizes operations against terrorist networks.
