In 2009, the United States, Japan and South Korea, like many industrial countries, initiated accelerated vehicle retirement (AVR) programs. Vehicles manufactured by Japanese and South Korean companies made both domestically and abroad were top performers in the U.S. AVR programs, and were also known as the "cash for clunkers" program. However, few U.S.-made vehicles were sold in comparable programs in these two countries, leading to questions about the disparity. This book examines automobile trade with South Korea and Japan, the second and fifth largest auto producing countries, in the world.

In 1962, South Korea assembled just 1,100 new automobiles. By 1996, this total had soared to 2,812,714. What explains this remarkable growth? The answer is complex, and involves a combination of a supportive State, timely technology alliances, a skilled but historically low-paid workforce, aggressive pricing, savvy entrepreneurs, and fortuitous circumstances. Despite this amazing ascent, comparatively little has been written about the Korean auto industry in English. In the first of a two-volume set, this 11-chapter book seeks to help fill this void by providing in-depth examinations of all six of Korea’s automakers from their beginnings through 1996. Uniquely written from the perspective of industry analysts at the time (without knowledge of the Asian Fiscal Crisis), the book should prove informative to practitioners, scholars, and students interested in automotive history, international political economy, Asian studies, and more.

This report was prepared for the Policy Board by the U.S. and Japanese research staffs of the Joint U.S.–Japan Automotive Study under the general direction of Professors Paul W. McCracken and Keichi Oshima, with research operations organized and coordinated by Robert E. Cole on the U.S. side, in close communication with the Taizo Yakushiji on the Japanese side. [preface] In view of the importance of stable, long-term economic relationships between Japan and the United States, automotive issues have to be dealt with in ways consistent with the joint prosperity of both countries. Furthermore, the current economic friction has the potential to adversely affect future political relationships. Indeed, under conditions of economic stagnation, major economic issues inevitably become political issues. With these considerations in mind, the Joint U.S.–Japan Automotive Study project was started in September 1981 to determine the conditions that will allow for the prosperous coexistence of the respective automobile industries. During this two-year study, we have identified four driving forces that will play a major role in determining the future course of the automotive industry of both countries. These are: (1) consumers’ demands and aspirations vis-à-vis automobiles; (2) flexible manufacturing systems (FMS); (3) rapidly evolving technology; and (4) the internationalization of the automotive industry.
