I here desire to direct the attention of the Legisla ture to the defects existing in the law under which this Bureau is operating. They are an absolute insufficiency of the appropriation and the lack of authority With which to compel the divulging of such information as this Bureau is directed to publish. Experience has taught that if such departments of government are to accomplish satisfactory results, they should not be fettered in their performance. My predecessors in office frequently pointed out these needs, and my experience but emphasizes the correctness of their com plaint. I most heartily recommend that such changes be made to the law governing this Bureau, as have been found necessary for the collection of reliable statistical data bearing upon the subjects, for the collection of which it was created. Excerpt from Fourth Annual Report of the Bureau of Industrial Statistics of Maryland, 1896 As the results of the investigation in Baltimore city are published in the last annual report, it is unnecessary to reproduce them here in detail, but a summary is here given for the purpose of comparison with the results obtained in the counties: From 1875 to 1880, inclusive, estates were pro bated. Of these 64, or per cent., were over aggregating or 52 per cent. Of the entire value of all the estates probated during that period. These were the estates of large value. The small or moderate estates may be included in those under Of these, during the same period, there were or 84 per cent. Of the whole. The value of these was or 14 per cent. Of the total value. Excerpt from First Annual Report of the Bureau of Industrial Statistics of Maryland It is with a full knowledge of the responsibility attaching to the proper performance of my duties that I have undertaken the work of this office. I have not lightly, nor without a due conception of the importance Of such a work in all of its bear ings, entered upon any part of it. Fully persuaded that such an office as this can and should be made a most important adjunct to the State government, I shall faithfully endeavor during my administration of it to place it upon such a basis that there may be assured to the people of the State the valuable results which it is their right to expect and my duty to give them. Every public office is created for the people who support it; not to benefit the individual who may be selected to administer it. I shall know no other line of conduct than to adhere Strictly to this policy, and'if thus, happily, I merit the public confidence, the future usefulness of the office may with reasonable certainty be assured. If the central idea, steadily kept in View, is the subordination of all to the common welfare, the consequent attainment of the greatest possible good on the lines marked out is inevitable. He who adepts this as the guiding principle in the execution of any duty has learned well his first lesson and has gone far toward the accomplishment of the ends desired. Excerpt from Ninth Annual Report of the Bureau of Industrial Statistics of Maryland, 1900 Believing that the Bureau was intended to conserve the interests of all classes, we have devoted considerable space to the conditions exist ing in the State of Maryland with reference to agricultural resources and facilities, and it has been our aim, as a basis, to present briefly not only the claims of Maryland for immigrants, but the actual cost of production in certain farm products to verify the oft-repeated statement that farming can be made a most profitable and pleasant avocation. Reference to the short chapter bearing on the experiment of a State Employment Bureau and a consideration of the small tables, certainly warrants this Bureau in asking the co-operation of the labor organiza tions, as well as the people generally, for the purpose of establishing an Employment Bureau in the State, and to that end seek such assistance in means as will warrant its extension and continuation.
