Excerpt: ...vessels below Field's Point, and the Commissioners favored the extension of the jurisdiction of the Providence Harbor Master to Rocky Point, which was done by an act of the General Assembly passed March 18, 1903. Examination has been made by the Commissioners in a case of unauthorized encroachment and filling into tide water at Bristol, and the filling checked. Complaints have been made in regard to offensive matter discharged into the tide by the Providence Gas Company. Examinations into this matter were made, and the gas company has given assurances that the practice will be stopped. Works are in progress to clarify the effluent before its discharge, and the Commissioners believe that when these works are completed the grounds for valid objection to a discharge of fluid from the plant of the gas company will be removed. Application to Congress for the removal of obstructions at Pawtuxet cove has had the approval of the Commissioners. LICENSES. No. 436. January 7, to William B.
