A Gender Equality and Social Inclusion (GESI) approach is fundamental to agribusiness transformation in the Eastern and Southern Africa region. Work package 5 aims to bring about inclusive and scalable agribusiness innovations through targeted GESI support to UU ESA work packages 1-6. To achieve this, we produced this GESI framework on social, economic, political, and institutional barriers and opportunities to more inclusive agribusiness in the ESA region. This framework will ensure that planned interventions under UU are designed and implemented to empower more women and youth as farmers, agribusiness owners, and actors with voice and visibility across agribusiness value chains. The GESI framework was produced by reviewing relevant literature and talking to agribusiness stakeholders, especially women and youth, in four initial countries: Ethiopia, Kenya, Zambia, and Zimbabwe.

Mainstreaming a gender perspective is the process of assessing the implications for women and men of any planned action, including legislation, policies or programmes, in any area and at all levels. The Compendium is a product of the Joint Programme on Gender Transformative Approaches for Food Security and Nutrition implemented by FAO, IFAD and WFP and funded by the European Union. Since gender entered the development discourse in the Seventies, African countries have increasingly taken the concept on board in policy and practice. This concern may be due to either one or a combination of the following factors: the ideological positioning of African countries, demands by their donors and development partners, and demands by organised local groups and NGOs. Gender in the development discourse ought to transform power relations between men and women and shift them to social relations that reflect their equal access to productive resources, opportunities and social and material benefits. The result of such actions should be an achievement of comparable status of women and men. This volume, initiated by OSSREA, seeks to examine in more depth, issues regarding the gender-power imbalance in sub-Saharan African countries, with a specific focus on the eastern and southern African regions. The chapters in this book present research that examines and analyses the effectiveness and efficiency of gender mainstreaming policies, strategies and projects developed and implemented by national and international actors. The themes inter-weave with each other although they address gender issues in specific countries and specific contexts. This can be explained by the shared colonial and post-colonial heritage of African countries. It is useful, therefore, to view the structure of the book as a spiral of inter-connected issues that address similar themes, approaching them from different levels. Purely for ease of reading, the contributions have been organised into three parts, with over arching themes that at first glance may seem not to fit well together. A theme that runs through all the chapters is the persistence of patriarchal values and attitudes in Africa and its constraining effect on the achievement of gender equity and equality.

This framework presents ten interrelated principles/elements to guide Sustainable Agricultural Mechanization in Africa (SAMA). Further, it presents the technical issues to be considered under SAMA and the options to be analysed at the country and sub regional levels. The ten key elements required in a framework for SAMA are as follows: The analysis in the framework calls for a specific approach, involving learning from other parts of the world where significant transformation of the agricultural mechanization sector has already occurred within a three-to-four decade time frame, and developing policies and programmes to realize Africa’s aspirations of Zero Hunger by 2025. This approach entails the identification and prioritization of relevant and interrelated elements to help countries develop strategies and practical development plans that create synergies in line with their agricultural transformation plans. Given the unique characteristics of each country and the diverse needs of Africa due to the ecological heterogeneity and the wide range of farm sizes, the framework avoids being prescriptive.
