California’s water is at the center of an intense economic and political struggle. A balance between supply and demand must be reached, but it is far from certain that all Californians will get as much water as they want at a price they feel is right. Competition for California Water presents essential information on key issues, including: Costs: What would be the yields and what would be the costs, in dollars as well as less tangible values, of developing new sources of water? Cost-sharing: How much of the cost of water development and distribution should be borne by the general public, and how much by water users and other beneficiaries? Environmental protection: To what extent should environmental values be protected? Conservation: To what extent can the need for new water development be offset by conservation and more efficient use of water? Institutional reform: Can changes in the laws and institutions of California produce a more efficient system of water supply and management? Agriculture: How much increase in cost and/or loss of water can California agriculture bear and still remain competitive? Thirty-one experts on all aspects of this topic project alternative futures for California’s water supply. Written in nontechnical language, Competition for California Water is an invaluable source of information for Californians concerned with the future of their state. This book presents research in an interdisciplinary field, resulting from the vigorous and fruitful cross-pollination between traditional deontic logic and computer science. AI researchers have used deontic logic as one of the tools in modelling legal reasoning. Computer scientists have discovered that computer systems (including their interaction with other computer systems and with human agents) can often be productively modelled as norm-governed. So, for example, deontic logic has been applied by computer scientists for specifying bureaucratic systems, access and security policies, and soft design or integrity constraints, and for modelling fault tolerance. In turn, computer scientists and AI researchers have also discovered (and made it clear to the rest of us) that various formal tools (e.g. nonmonotonic, temporal and dynamic logics) developed in computer science and artificial intelligence have interesting applications to traditional issues in deontic logic. This volume presents some of the best work done in this area, with the selection at once reflecting the general interdisciplinary (and international) character that this area of research has taken on, as well as reflecting the more specific recent inter-disciplinary developments between traditional deontic logic and computer science.

Futures studies is a new field of inquiry involving systematic and explicit thinking about alternative futures. It aims to demystify the future, make possibilities for the future more known to us, and increase human control over the future. This book summarizes and expands contributions of futurists to the envisioning power and well-being of humanity. Bell brings together futurist intellectual tools, describing and explaining not only the methods, but also the nature, concepts, theories, and exemplars of the field.Foundations of Futures Studies fulfills Bell's five main purposes for writing this two-volume effort: (1) to show that futures studies, like other fields from anthropology to zoology, exists as an identifiable sphere of intellectual activity; (2) to create a teaching instrument that can be used as a basic text for core courses in futures studies; (3) to futurize the thinking of specialists in other disciplines; (4) to contribute to the further development and improvement of futures studies; and (5) to provide tools to empower both ordinary people and leaders to act in ways that create better futures for themselves and their societies. Bell maintains that despite its sometimes doomsday rhetorical style and widespread use by special interests, futures studies offers hope for the future of humanity and concrete ways of realizing that hope in the real world of our everyday lives. It will appeal to all interested in futures studies, as well as sociologists, economists, political scientists, and historians.
