This book provides the first substantial treatment of the maritime foreign and security policies of the European Union. Its findings add to the literature by a comparative, theoretically informed analysis of EU maritime foreign and security policies across five cases: the EU’s Maritime Security Strategy and action plan; the EU’s two naval missions, Atalanta and Sophia; EU Arctic policies, and; EU policies towards the Maritime Labour Convention. Focusing on the aims, actors and mechanisms of integration in these cases, the book speaks to the three main debates in the literature on EU foreign policy, including whether it has a particular normative dimension that makes it different from foreign policy as it is conventionally understood; the extent to which policy-making in the domain has developed beyond intergovernmental cooperation and, interlinked; how EU foreign and security policy integration and its characteristics can be explained. In doing this, the book also addresses a fourth contemporary scholarly debate linked to if and how the EU is affected by crisis. By focusing on maritime security policies the book also adds to the international relations literature more broadly. This book is an invaluable resource for scholars, students and practitioners interested in EU foreign and security policy, European and global maritime security issues, EU integration, EU crisis and international relations. Marianne Riddervold is an Associate Professor at Inland Norway University of applied sciences, a Senior fellow at UC Berkeley Institute of European Studies and a Guest Researcher at ARENA - Centre for European Studies at the University of Oslo.

The European Union's (EU) Common Foreign and Security Policy (CFSP) is run using special procedures. The Member States have not delegated powers to the supranational institutions. Yet a number of studies challenge the assumption that policy-making lies exclusively with Member States' governments. The Commission's putative influence within the CFSP, however, remains to be studied systematically from an analytical perspective. Aiming to fill this gap in the literature, this article asks how the Commission de facto influences EU foreign and security policies beyond its delegated powers. Two least likely cases are analysed: the launch of EU naval mission Atlanta and the adoption of an EU Maritime Security Strategy. By addressing this question, the article contributes to a better understanding of the level of EU foreign policy integration. It also adds knowledge on the possible causes of this development, and thus to the EU integration literature more generally.

In an age of uncertainties influenced by information technologies and the networking of societies, the maritime domain remains the main global lane of communication, vital for trade and security. The European Union has become a maritime actor, carrying out counter-piracy and maritime capacity-building operations and actively dealing with maritime safety, fisheries protection, port security, maritime surveillance and counter-immigration at sea. The Union's policies, mechanisms and activities related to the maritime domain are now backed by a Maritime Security Strategy, adopted by the Council in June 2014. This cutting edge book accounts for the trends in maritime strategy and seapower politics as well as the recent developments in the field, both at the conceptual and practical level. It discusses the significance of the maritime domain for European security in general and for the EU in particular. Readers are provided with the necessary tools to critically assess the EU's potential as a global maritime actor and evaluate why Europe's prosperity and security rests on its capacity to shape events at sea.

This paper provides an initial foray into the emerging geopolitical situation in the Eurasian coastal zone, and concentrates on the geostrategic activities of China, India, Japan, Russia, South Korea and the United States. This comes at a time when geopolitics has been largely neglected at the European level: the geographic dimension of European foreign and security policy has remained heavily entwined with the security and prosperity of the European Neighbourhood -- and parts of Africa.

What is the interplay between EU enlargement and a fluctuating transatlantic security partnership? Will the accession of new EU members reinforce this partnership, or instead increase the EU's assertiveness as an independent foreign policy actor? The authors of EU Enlargement and Transatlantic Security find answers in an examination of broader EU security strategies, the foreign and security policies of the newer and potential EU members, and changing US priorities. Their perceptive analysis offers a sharp lens through which to understand the current and future state of transatlantic security.

This book addresses the EU’s engagement with the Southern Mediterranean. It examines the involvement of EU institutions in member states’ approach to relevant policy issues within the European Neighbourhood Policy, and how such involvement affects the EU’s overall cooperation with countries in the Southern Mediterranean region. In particular, the book offers an assessment of the nature and development of integration in the EU’s approach to trade and economic development, energy security, counterterrorism, irregular migration and asylum, and maritime security. In doing so, it not only provides a precise and thorough overview of the institutional practices underpinning the EU’s engagement with the Southern Mediterranean, but also sheds light on the EU’s evolution beyond the regulatory polity model.

The Russia-Europe relationship is deteriorating, signaling the darkest era yet in security on the continent since the end of the Cold War. In addition, the growing influence of the Trump administration has destabilized the transatlantic security community, compelling Europe—especially the European Union—to rethink its relations with Russia. The volume editors’ primary goal is to illuminate the nature of the deteriorating security relationship between Europe and Russia, and the key implications for its future. While the book is timely, the editors and contributors also draw out long-term lessons from this era of diplomatic degeneration to show how increasing cooperation between two regions can devolve into rapidly escalating conflict. While it is possible that the relationship between Russia and Europe can ultimately be restored, it is also necessary to understand why it was undermined in the first place. The fact that these transformations occur under the backdrop of an uncertain transatlantic relationship makes this investigation all the more pressing. Each chapter in this volume addresses three dimensions of the problem: first, how and why the power status quo that had existed since the end of the Cold War has changed in recent years, as evidenced by Russia’s newly aggressive posturing; second, the extent to which the EU’s power has been enabled or constrained in light of Russia’s actions; and third, the risks entailed in Europe’s reactive power—that is, the tendency to act after-the-fact instead of proactively toward Russia—in light of the transatlantic divide under Trump.
