For over half a century, since Pearl Harbor brought the US into the Pacific War, America has been a dominant military power in Asia, challenged only by the then Soviet Union and China. This is the first unclassified account of America's military stake and current defensive and offensive capacity in Asia. It analyzes the role of US armed forces in Asia, including deterrent nuclear forces, in the context of defense policy and strategy. The possible future of US forces in the region is considered, and the book also considers the views of Asian nations on America’s continuing presence.

"The Asia-Pacific region is rapidly emerging as a major focus of American interest. Since America's acknowledgement of Asia's importance in the 2010 National Security Strategy, the United States has sought means and developed methods with which to enhance engagement in the region. Regional organizations, dialogues, and diplomacy are among the methods the US employs. The role of American armed forces in the region is to support these important activities. As the United States rebalances to the Asia-Pacific region, current strategies focus on the contributions of air and sea-based capabilities articulated in the Air-Sea Battle concept. But while America looks toward the Pacific and sees a vast area of ocean and air, Asian nations view themselves regionally and primarily as land-based powers. This is particularly important because over half the world's population lives on the Asian continent. Given the cultures of Asian nations and America's military history in the Asia-Pacific region, we should not neglect the potential contributions of the US Army to Asian-Pacific strategy. It is also important for the Army to think seriously and critically about how it can best contribute to furthering America's strategic interests in the region. This study comprises an analysis of the US Army's history in Asia and the Pacific along with current American and Asian actors' contemporary security interests in effort to determine what role the US Army should play in shaping American strategy in the Asia-Pacific region. Taking into account threats to regional stability in the region, the 21st century requirements for America's army in the region should include four primary and four auxiliary missions. The four primary missions are deterring war and enhancing regional stability, preparing for war, foreign military assistance, and counterterrorism. The four auxiliary missions are helping inculcate American values, responding to humanitarian and natural crises, securing and eliminating WMD, and establishing military governance. The study then concludes by recommending specific steps the Army must take to enhance its capabilities in areas where those capabilities do not fully meet these above requirements."--Abstract.

The United States has key economic and security interests in the Asia-Pacific region. In recent decades, the Asia-Pacific has experienced rapid economic growth, a wave of democratization, and the emergence of a web of regional and sub regional multilateral institutions. All these developments have contributed to enhancing the pace and prosperity of the region. The author highlights the significant and ongoing contribution of the U.S. Army in deterring war, executing smaller-scale contingencies, and shaping the security environment. He advocates a robust, pro- active Army presence for the foreseeable future. Such a presence will ensure the promotion and protection of U.S. national interests in the region.

In a fast-moving and incisive narrative, Roger Buckley examines America s close and continuous relationship with the Asia-Pacific region from the end of the Pacific War to the first days of the Presidency of George W. Bush. The author traces the responses of the United States government to the major crises in the area through the Cold War decades and the initial post-Cold War years. He demonstrates how the US sought to maintain its dominant regional position through a series of security alliances and its own political, military and economic strengths. Professor Buckley examines the subject from geopolitical perspectives to provide a gateway to the understanding of a complex region certain to be of global importance in the twenty-first century.

This RAND report examines the U.S. Army role in Southeast Asia. Under current benign conditions, efforts should focus on supporting defense reform, addressing transnational threats, and balancing China. If the outlook deteriorates, the United States should increase security cooperation, conclude new regional basing agreements, expand disaster assistance, and create policies to encourage risk-averse Chinese behavior.

In 2015, Congress tasked the Department of Defense to commission an independent assessment of U.S. military strategy and force posture in the Asia-Pacific, as well as that of U.S. allies and partners, over the next decade. This CSIS study fulfills that congressional requirement. The authors assess U.S. progress to date and recommend initiatives necessary to protect U.S. interests in the Pacific Command area of responsibility through 2025. Four lines of effort are highlighted: (1) Washington needs to continue aligning Asia strategy within the U.S. government and with allies and partners; (2) U.S. leaders should accelerate efforts to strengthen ally and partner capability, capacity, resilience, and interoperability; (3) the United States should sustain and expand U.S. military presence in the Asia-Pacific region; and (4) the United States should accelerate development of innovative capabilities and concepts for U.S. forces.

Barack Obama’s "rebalancing" or "pivot" strategy, intended to demonstrate continued US commitment to the Asia-Pacific region in a variety of military, economic, and diplomatic contexts, was launched with much fanfare in 2011. Implicit in the new strategy is both a focus on China – engagement with, and containment of – and a heavy reliance by the United States on its existing friends and allies in the region in order to implement its strategy. This book explores the impact of the new strategy on America’s regional friends and allies. It shows how these governments are working with Washington to advance and protect their distinct national interests, while at the same time avoiding any direct confrontation with China. It also addresses the reasons why many of these regional actors harbour concerns about the ability of the US to sustain the pivot strategy in the long run. Overall, the book illustrates the deep complexities of the United States’ exercise of power and influence in the region.
