Postcolonial legacies continue to impact upon the Global South and this edited collection examines their influence on systems of policing, security management and social ordering. Expanding the Southern Criminology agenda, the book critically examines social harms, violence and war crimes, human rights abuses, environmental degradation and the criminalization of protest. This edited volume analyses the global making of security institutions and practices in our postcolonial world. The volume will offer readers the opportunity to gain a deeper understanding of the global making of how security is thought of and practiced, from US urban policing, diaspora politics and transnational security professionals to policing encounters in Afghanistan, Palestine, Colombia or Haiti. It critically examines and decentres conventional perspectives on security governance and policing. In doing so, the book offers a fresh analytical approach, moving beyond dominant, one-sided perspectives on the transnational character of security governance, which suggest a diffusion of models and practices from a ‘Western’ centre to the rest of the globe. Such perspectives omit much of the experimenting and learning going on in the (post)colony as well as the active agency and participation of seemingly subaltern actors in producing and co-constituting what is conventionally thought of as ‘Western’ policing practice, knowledge and institutions. This is the first book that studies the truly global making of security institutions and practices from a postcolonial perspective, by bringing together highly innovative, in-depth empirical cases studies from across the globe. It seeks to deepen our understanding of the police's role in maintaining Western global domination throughout the American region despite the violent end of colonial rule. Building on Chevigny's (1995) classic study, this book seeks to draw renewed attention to the role of police in perpetrating state violence and serving as the tip of the spear of state power. It seeks to understand the construction of marginality and the multiple and intersecting structures of colonial domination, before shining a light directly on the crimes of the state, in an attempt to hold criminal state organizations to account. It draws on interdisciplinary perspectives and methodologies that center marginalized and colonized experiences and allows for the development of counter colonial knowledge. This book introduces the ‘Southern criminology’ movement; explores its theoretical, methodological, and philosophical tools; offers analytical accounts on the development of criminological thoughts in marginalised regions; and showcases the cutting edge of criminological research from Southern settings. Southernising Criminology is structured into three parts. The first part provides theoretical and methodological insights into how criminology can be Southernised, including renowned social scientists who share concerns for the need to reconceptualise the centre, the periphery, and their relations. The second part brings the reader up-to-date with the state of criminological research in different parts of the world and how far this landscape has changed when introducing Southern perspectives. The third part shows first-hand examples of how Southern criminology is done, with its challenges and transformative potential for criminological knowledge. Bringing together contributions from leading scholars working across the five continents and drawing on issues such as state criminality, violent crime, criminal justice practices, and state and non-state punishment, this book offers a critical account of the problems of metropolitan thinking, colonial and imperial power relations, and Western ethnocentric approaches to criminology. Policing the Global South provides scholarship which further transnationalises and democratises ideas about policing practices and philosophies, highlighting renovations in approaches to policing studies, and injecting innovative perspectives into the study of policing from scholars positioned on the ‘periphery’. Criminological knowledge depolarisation underscores a conscious effort by scholars from the Global South to increase intellectual knowledge focused on developing context-specific responses to issues not aligned to Northern ideological positions and specific to the non-Northern context. Such shifts draw attention to the expanse of spaces beyond Northern centres rife with challenges unlike any specific to those experienced or conceptualised by scholars from the Global North with an applied Northern criminological lens. Applying a postcolonial lens to empirical knowledge from country-specific cases in former colonies in Africa, Asia, the Caribbean, the Pacific, and Latin America, this book examines how policing issues not aligned to Northern ideological positions and specific to non-Northern contexts are addressed. The primary purpose is to share innovations in the field of policing – service provision, threats to security, crime responses, justice and international trends – developed in postcolonial developing-country contexts. Given the aim of the book and the contributors’ own research on issues of policing across the globe, it discusses themes including but not limited to the colonial legacies and their impact on policing; how plural regulatory systems and partnerships are navigated by the police; the linkages between access to justice, community perceptions, and police legitimacy; innovations and challenges in organisational reform, crime prevention, and community partnerships; and the expanding roles of police organisations in the Global South. While each chapter presents a policing issue in a country within a specific part of the Global South, the book highlights how important it is to frame responses based on contextual realities informed by an awareness of the past and present, with a goal of informing the future. This ethnography of everyday policing practices in Lucknow, a major Indian metropolis, demonstrates how police authority and its assumed afflictions are refracted through a multi-dimensional field of social relationships in which power positions and moral boundaries are continually contested and shifting. This field generates among police what legal anthropologist Beatrice Jauregui calls provisional authority, a fractured and contingent form of capability and subjectivity that is not always immediately visible or comprehensible. Provisional authority may provide a social good, but with questionable and transmutable efficacy or legitimacy. Drawing on scholarship from anthropology, legal history, sociology, and political theory, Jauregui considers prevalent problems like routinized corruption, bureaucratized cronyism, evidence fabrication and extralegal violence among police as expressions of strategic adaptation and often a sincere if failing attempt to perform what officers themselves consider real police work in the face of interference, incapacity, disaffection and fragmented knowledge. This analysis of the fraught nature of police authority in India pushes contemporary theories of state power, legality and legitimacy, and postcolonialism and decolonization in different and provocative directions, opening new vistas for understanding policing as a global historical practice hybridizing local, statist, and transnational modes of producing and performing authority and order. The police force is one of the most distrusted institutions in Pakistan, notorious for its corruption and brutality. In both colonial and postcolonial contexts, directives to confront security threats have empowered law enforcement agents, while the lack of adequate reform has upheld institutional weaknesses. This exploration of policing in Karachi, Pakistan's largest city and financial capital, reveals many colonial continuities. Both civilian and military regimes continue to ensure the suppression of the policed via this institution, itself established to militarily subjugate and exploit in the interests of the ruling class. However, contemporary policing practice is not a simple product of its colonial heritage: it has also evolved to confront new challenges and political realities. Based on extensive fieldwork and almost 150 interviews, this ethnographic study reveals a distinctly "postcolonial condition of policing." Mutually reinforcing phenomena of militarisation and informality have been exacerbated by an insecure state that routinely conflates combatting crime, maintaining public order and ensuring national security. This is evident not only in spectacular displays of violence and malpractice, but also in police officers' routine work. Caught in the middle of the country's armed conflicts, their encounters with both state and society are a story of insecurity and uncertainty.

Criminology has focused mainly on problems of crime and violence in the large population centres of the Global North to the exclusion of the global countryside, peripheries and antipodes. Southern criminology is an innovative new approach that seeks to correct this bias. This book turns the origin stories of criminology, which simply assumed a global universality, on their head. It draws on a range of case studies to illustrate this point: tracing criminology’s long fascination with dangerous masculinities back to Lombroso’s theory of atavism, itself based on an orientalist interpretation of men of colour from the Global South; uncovering criminology’s colonial legacy, perhaps best exemplified by the over-representation of Indigenous peoples in settler societies drawn into the criminal justice system; analysing the ways in which the sociology of punishment literature has also been based on Northern theories, which assume that forms of penalty roll out from the Global North to the rest of the world; and making the case that the harmful effects of eco-crimes and global warming are impacting more significantly on the Global South. The book also explores how the coloniality of gender shapes patterns of violence in the Global South. Southern criminology is not a new sub-discipline within criminology, but rather a journey toward cognitive justice. It promotes a perspective that aims to invent methods and concepts that bridge global divides and enhance the democratisation of knowledge, more befitting of global criminology in the twenty-first century.
