'Labor Markets and Social Policy in Central and Eastern Europe' summarises social policy reform during the transition and EU accession and analyses the social policy challenges which continue to face both old and new member states. In the last two decades, the quest for a widely accepted definition of social enterprise has been a central issue in a great number of publications. The main objective of the ICSEM Project (on which this book is based) was to show that the social enterprise field would benefit much more from linking conceptualisation efforts to the huge diversity of social enterprises than from an additional and ambitious attempt at providing an encompassing definition. Starting from a hypothesis that could be termed "the impossibility of a unified definition", the ICSEM research strategy relied on bottom-up approaches to capture the social enterprise phenomenon in its local and national contexts. This strategy made it possible to take into account and give legitimacy to locally embedded approaches, while simultaneously allowing for the identification of major social enterprise models to delineate the field on common grounds at the international level. Social media are increasingly revolutionising the ways in which political communication works, and their importance for engaging citizens in politics and public affairs is well understood by political actors. This book surveys current developments in social media and politics in a range of Central and Eastern European countries, including Ukraine and Russia. It explores the process of adoption of social media by politicians, journalists and civic activists, examines the impact of the different social and cultural backgrounds of the countries studied, and discusses specific political situations, such as the 2012 protests in Moscow and the 2014 EuroMaidan events in Ukraine, where social media played an important role. The book concludes by addressing how the relationship between social media and politics is likely to develop and how it might affect the still relatively new democracies in the region.
The aim of this book is to provide the reader with the broad spectrum of poverty and social policy issues in Central and Eastern Europe, and address the most urgent topics of welfare state research, namely poverty, children and social policy; gender, social policy and poverty; urban policy, renewal and poverty, and overall challenges to social policy reform. The book demonstrates that despite an increase in poverty and inequalities in many Central and Eastern European countries during the last 18 years, the social policy systems have not experienced a radical dismantlement throughout the entire region. The post-Communist welfare state still shows more comprehensive solutions to social problems than residual ones. Nevertheless, the deteriorated fiscal capacities of the state in some cases hinder the successful poverty solutions as well as the expansion of the welfare programmes. Yet, the Central and Eastern European region is very diverse regarding the scope and depth of social problems encountered and some countries have implemented more successful policy solutions than other ones. Furthermore, the findings of this volume demonstrate that Central and Eastern European countries are not so dramatically distinct from Western Europe, neither in their social problems encountered, nor in their solutions. Nevertheless, the experience of the socialist regime, the relatively lower wages and lower social benefits as well as the higher share of GDP produced in a shadow economy allow the CEE countries to group into the distinct post-Communist regime.
The states from Central and Eastern Europe that joined the EU in 2004 and 2007 provide a fascinating series of case studies for scholars interested in politics, IR and development studies. The interest comes from the fact that never before had so many recipients of EU aid joined the Union and taken on the commitment to become aid donors. The journey from recipients of aid to aid donors is interesting because, not only does it tell us about development policy in CEE states, this policy area gives us an insight into governmental structures in CEE states, foreign policy priorities, public opinion, the role of NGOs/civil society and how well CEE states have taken on board the EU acquis (the EU’s rule book). The book also explores whether the development cooperation programmes of the majority of CEESs reflect the so-called "transition experience" of moving from authoritarianism and socialism to democracy and modern liberalism. It also explores the extent to which these donors are aligned with the approaches of the DAC donors. Finally, by extending the scrutiny to the bottom-up development activities of non-state actors and public opinion, the book will analyse the dynamics of the solidarity of the former ‘East’ with the global ‘South’.
