This Draft Supplemental Environmental Impact Statement (Draft SEIS) is in response to an application for a right-of-way (ROW) grant authorizing the construction, operation, maintenance, and decommissioning of a solar electricity generation facility known as the Palen Solar Electric Generating System (PSEGS) and the transmission of energy generated by the PSEGS to the grid via Southern California Edisons Red Bluff Substation. If the PSEGS is approved, amendments to the California Desert Conservation Area (CDCA)Plan of 1980, as amended, would be required to allow power generation at the site and transmission over 161 kV outside of an approved corridor.
