Excerpt from Organization of Water Users' Associations, 1913 Those who own lands under the project in excess of 160 acres or such smaller area as may be fixed by the Secretary as the maximum holding for land in private ownership are required to dispose of the excess so that at the time when the water is ready to be furnished to his land no one person holds more than the limit of irrigable land. Excerpt from Journal of the New England Water Works Association, 1915, Vol. 29 The writer was given an assignment by his Official superior, some time ago, to prepare a digest of what had been done in the matter of fixing water rates, and considered that while the matter he herewith submits presents no new or startling feature, it might be of interest to our members as a review of the subject Of water rates, and perhaps bring about a discussion that would clear Up some points that seem in dispute at the present time. SO far as can be ascertained, the earliest rates were a matter Of guess work, pure and simple, and as new water works were brought into existence their rates were based either on an average of the rates in use, at the time, in other communities, or were, in some cases, made equal to the lowest existing water rates then in use. Excerpt from Journal of the New England Water Works Association, 1921, Vol. 35 Meanwhile the National Board of Fire Underwriters were engaged in the compiling of a universal schedule which could be adopted all over the country, so that uniform results might be obtained in arriving at the value of the fire protection facilities of the various cities and towns. In the working out of this problem the advice of water - works officials, fire chiefs, insurance organizations, etc., was obtained, so that the final result might be said to represent the best opinion obtainable on the various subjects considered. It is, of course, not to be claimed that the Schedule is perfect, as the practical application has shown that various changes have been necessary to meet certain local conditions; but we do feel that by the results so far obtained it is a forward step in the right direction and is a vast improve ment over the old method.
