This guidebook provides methods for integrating performance measures from individual transportation modes and multiple jurisdictions and for developing new measures, if needed, to monitor transportation network performance. These network performance measures can be used to improve system management, planning, and investment decisions and can be applied to various scenarios. The guidebook should be of immediate use to practitioners in state, regional, or local governments; specially designated authorities; or those in the private sector who are responsible for measuring, operating, and investing in the performance of multimodal and/or multijurisdictional transportation networks.
This progress report describes the development of the NTS initiative and proposed future activities to bring the NTS to its full potential. A set of preliminary national transportation performance indicators is proposed. These performance indicators should be seen as the beginning of a process rather than as the definitive set of national transportation system indicators. A second part of the NTS analytical process involves the development and application of a national transportation network analysis capability (NTNAC) that will provide the ability to evaluate the national network in a multi- modal manner. Using the NTNAC, problems with the Nation's transportation system can be identified and policy options to address these problems evaluated. The report concludes with a discussion of the use of the NTS within the Department. It is proposed that the results of the analyses carried out using the national transportation performance measures and the NTNAC in the assessment of the Nation's transportation system, the identification of issues, and the analysis of options be presented in biennial State of the National Transportation System reports.
Each track consisted of a plenary session followed by three concurrent breakout sessions. These proceedings follow the conference format, with the plenary sessions and the breakout sessions for each of the five tracks presented in chronological order. The breakout sessions and the closing session gave participants the opportunity to provide ideas and suggestions on further research, technology transfer, and training. Research topics identified for potential consideration are listed in the section on concluding remarks. The conference also featured an interactive poster session. Summaries provided by the poster authors are presented in Appendix A. The conference attracted 130 participants from Canada, Germany, Japan, the Netherlands, South Africa, and the United States, and featured transportation specialists who offered real-world expertise on the application of performance metrics and case studies.
"These proceedings contain a summary of the Transportation Research Board conference on U.S. and international approaches to performance measurement for transportation systems that was conducted on September 9-12, 2007, at the Arnold and Mabel Beckman Center of the National Academies in Irvine, California. The theme for this third in a series of international conferences, Better Decisions and Better Communication, was selected to highlight opportunities for and experiences in using performance measurement as a strategic tool to better communicate goals and objectives and results to a wide range of stakeholder groups. Presentations highlighted cases in which performance measures have proved useful in guiding resource allocation decisions, improving day-to-day operations, establishing and demonstrating agency competency and accountability and, in some instances, making the case for more resources. The conference consisted of five plenary sessions, each followed by a series of corresponding, concurrent breakout sessions. The topics of the five plenary sessions were Performance Measures as an Organizational Management Tool to Establish Accountability, Communicating Performance Results Effectively to Your Customers, Data and Tools, Hot Topics (addressing the use of performance measures to gauge the effectiveness of tolling and congestion pricing and other innovative transportation strategies to address sustainability and safety issues), and Performance-Based Contracting and Measuring Project Delivery. Three resource papers were developed for the conference. The conference attracted 180 participants from Canada, Denmark, Germany, Italy, Japan, Mexico, Sweden, the United Kingdom, and the United States and featured 70 transportation specialists offering real-world expertise, from the application of performance metrics to case studies drawn from six countries. TRB's Transit Cooperative Research Program (TCRP) Report 141: A Methodology for Performance Measurement and Peer Comparison in the Public Transportation Industry explores the use of performance measurement and benchmarking as tools to help identify the strengths and weaknesses of a transit organization, set goals or performance targets, and identify best practices to improve performance.
The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) requires the development of a National Intermodal Transportation System, commonly referred to as the National Transportation System (NTS). The primary goals of the NTS are to monitor the nation's transportation network, in all modes and for freight as well as passengers, and to support national transportation planning and policy that maximize the efficiency and effectiveness of the network. To these ends, the NTS must assess the transportation network based on its performance, regardless of mode. The NTS must have as its basis a set of measures applicable to different modes that reflects the varied goals of ISTEA in the areas of mobility, environmental, social, and economic performance. This report proposes performance measures for the NTS, as well as a decision-making framework for using them. Further, it provides background on the environment in which these performance measures will be used by examining the ISTEA legislation, the NTS initiative, and potential data sources for supporting these performance measures.
