The purpose of the report is to analyze the requirements for and recommend an orderly program for research in snow, ice and permafrost, including the use of existing facilities and the recommendation of any new facilities to accomplish the research. Many of the problems encountered in the development of arctic regions arise from the characteristics of the earth's layer or sublayer of snow, ice and permafrost. Much new basic knowledge will be required to solve many of the problems involved; and much of the required research is of a nature making it highly desirable that the responsibility for overall planning and coordination of the program be exercised by a solidly-founded organization. A number of prominent organizations have taken part in scientific studies related to arctic problems. The armed forces, for example, have long been concerned with problems attending military operations in the Arctic. The Corps of Engineers has already sponsored numerous studies in this field and is well organized to assume responsibility for such a program. The organization of a Snow, Ice and Permafrost Research Establishment has been entrusted to this agency. (Author).
