In December 2002, a group of specialists on water resources from the United States and Iran met in Tunis, Tunisia, for an interacademy workshop on water resources management, conservation, and recycling. This was the fourth interacademy workshop on a variety of topics held in 2002, the first year of such workshops. Tunis was selected as the location for the workshop because the Tunisian experience in addressing water conservation issues was of interest to the participants from both the United States and Iran. This report includes the agenda for the workshop, all of the papers that were presented, and the list of site visits.
Using the experiences of large water infrastructure projects involving the transfer of water from basins considered to have surplus water to those where the demand for water has exceeded or is expected to exceed supplies, this book examines case studies within diverse geographical, climatic, economic, and policy regimes.

The purpose of this book is to present an overview of the latest research, policy, practitioner, academic and international thinking on water security—an issue that, like water governance a few years ago, has developed much policy awareness and momentum with a wide range of stakeholders. The prevailing global environmental crisis is primarily because of non-standardized parameters for environmental regulation. Unplanned expansion of economic activities, consideration for environmental conservation and several associated problems are emerging due to degradation in quality of ambient environment such as clean air, safe drinking water and quality of food, particularly in developing nations. Due to poor/casual execution of EIA protocol, newly developing countries are preferred destination for establishing pollution emitting industries, which results in degradation and depletion of natural resources. Lack of environmental policy intervention is another major attraction for establishing such industries in these nations. In order to ensure sustainable development, the highest priority issues include the monitoring and eradication of environmental problems which arise due to economic development. Initiation of any form of economic development primarily results in loss of forests and thus biodiversity, followed by deterioration in quality of air and contamination of natural resources. The worst impact of non-standardized economic development is the contamination of air, water and soil. Sustainable development ensures responsible interface with the environment to minimize the depletion or degradation of natural resources and ensure long term environmental quality. It involves integrated approaches in understanding the importance of environmental management systems and policy inventions leading to improved environmental performance. The present book is proposed to address the environmental concerns associated with economic development and approaches involved to attain sustainable economic development, which include monitoring of the quality of air, deforestation, quality of water resources, soil erosion and degradation of the natural environment.
The present Bulletin presents a complete response from the ‘Technical Committee of ICOLD on Dams and Water Transfer (CDWT)’ to the Terms of Reference. It starts with related global information, brings out related efforts made in countries with completely differing climate, economy, population distribution etc. about present status within and between river basins & countries – both surplus and or deficit, while recognizing the crucial role played by dams in water transfer to needy regions. It then enumerates guidelines followed in considering various options, while identifying geographical issues, limited by political territories & legal issues like water treaties. Essentially then, it dwells on possible need, potential and problems in water transfers that must be handled to overcome B/C issues faced by needy countries. In order to assist concerned professionals, the Bulletin finally elaborates on objections raised by different stake-holders in the subject and provides answers generated globally.
