Cultural awareness is a critical shortfall identified by senior Army leaders (Petraeus 2006, 51). The current training of cultural awareness at the tactical level is limited and geared toward data collection and not application. Classes on culture consist of social norms or customs and courtesies, with the end state of giving the Soldier just enough information to stay out of trouble. In order to be an enhancement to mission success, Soldiers need to develop cultural competency, not just cultural awareness to be successful in diverse cultural operations. The skill of cultural competency is often developed in combat while Soldiers are immersed in the operational environment. To truly hone skills, cultural competency must be part of the ARFORGEN training process and practiced at the collective level prior to deployment. Cultural competency needs to be developed, trained, and applied, in a simulated environment replicating physical and cultural conditions prior to deployment. The foundation for this analysis will be a definition of cultural competency at the tactical level and identification of cultural attributes a tactical unit must apply in the operational environment in order to be successful. The next step will be a proposed methodology to develop cultural competency. The third step will be a discussion of what cultural conditions to replicate in a simulated operational environment and comparison of current cultural conditions replicated by current cultural simulations. The fourth step will be the identification of shortfalls in culturally replicating the operational environment and its effect on achieving the attributes of cultural competency at the tactical level. The last step will be recommendations to overcome the shortfalls to achieve the attributes of cultural competency at the tactical level.
