The performance of 62 garages was monitored over a four-year period. Standard condition survey protocols for conventionally reinforced and post-tensioned garages were developed. The structures were located in six provinces of Canada and had various characteristics (age, state of repair, mode of rehabilitation, etc.). The features of the garages and their repair history are documented in the appendices of the report. The performance of penetrating concrete sealers and of some membranes was also investigated. Some of the major findings of the survey are: -Deteriorating parking structures, designed and constructed without adequate protection against corrosion of the reinforcing steel, can be kept in a serviceable condition, probably until the end of their design life. -No single repair method is superior to another, but early repair is clearly the most effective from technical and economic viewpoints. The most common repair method, "Patch and Waterproof" works quite well on the whole, but care must be exercised to achieve a good bond between the existing and new concretes. -Garages, even of the same structural type do not deteriorate at the same rate. The deterioration rate of similar reinforced concrete decks in the sample, expressed in terms of the deteriorated area as determined by chain-drag testing, varied between 5.8% / year to 0.06% / year.

The purpose of this study is to determine what type of preventative maintenance for a concrete parking structure will produce the maximum economic benefit. Existing models for concrete deterioration are analyzed for their accuracy in predicting the service lives of concrete structures and a model appropriate for concrete parking structures is selected. The selected model is modified to account for the unique microclimate that is created within a parking structure and used to create deterioration curves that quantify the fraction of a structure deteriorated at a given time. Several preventative maintenance programs that summarize current practice in the repair of concrete parking structures are created. The programs are analyzed using the selected concrete deterioration model and the method of preventative maintenance that maximizes the net present worth of a concrete parking structure is identified.
