This report describes the joint Air Force/Navy alternate engine program and discusses the need to (1) identify program objectives and (2) structure the program on a realistic basis that avoids taking overly ambitious steps under the guise of a modification program. The report also suggests that the program as presently conceived may not satisfy the directive of the Defense Appropriations Conference Committee and perhaps should be terminated. Our review of the joint services' alternate engine program is part of an overall review of the Department of Defense's acquisition process for aircraft gas turbine engines. The alternate engine program is one of the first derivative fighter engine programs initiated under the Air Force's new concept for engine development.
