A police officer is sometimes required to literally make a potentially life or death decision and act upon it under rapidly evolving and dynamic circumstances involving a variety of mental, physical, and emotional aspects of the deadly force experience. Because the act of using deadly force is so personally impacting, the descriptive phenomenological psychological method was used in this study to provide a qualitative, holistic and personal viewpoint from the officers' perspective in their lived-experiences. Three city police officers were interviewed and each gave a descriptive account of their experiences with deadly force. It was found that police officers experience complex decision making challenges requiring rapid interpretations and understandings of the situation as a lethal encounter. The phenomenological psychologically pertinent constituents found in the general structure of their experiences are: Perceptions of Bullets Hitting the Suspect, Surreal Experience, Noticing Body Damage to the Suspect, Making Meaning Out of the Experience, and Officer's Understanding the Suspect(s) as Adversaries. Police officers are forced to confront death and later reflect on its personal and social meanings. The emotional impact of deadly force encounters seems to transform the officer and the deep emotional impacts may not ever become resolved.

The effects of a single deadly force incident are far-reaching and can have a long-term effect on police-community relations, the profession, the police officer, and his/her family, friends and co-workers (IACP, 2012). Recent high-profile deaths of unarmed men at the hands of police officers have had a dramatic effect on citizens across the country and from all demographics. Regardless of where it occurs, it has the potential to reverberate throughout the law enforcement community. The purpose of this phenomenological study is to examine the personal experiences of police officers who used lethal or deadly force in order to understand the human factors that lead to these decisions and identify any training implications pre/post-event. The theoretical framework used for this examination was the symbolic interactionist theory, which relies on the meaning and interpretation a police officer gives to the interactions and behaviors of others. The following research question framed this study: What are the lived experiences of police officers who use lethal force? This qualitative study utilized criterion sampling to locate participants who had experienced this phenomenon and snowball sampling to expand the sample size and obtain other similarly situated officers who had used lethal or deadly force. An open-ended interview format was used to understand this phenomenon, gain insight, and provide a deeper understanding into the participants; experiences (Fontan & Frey, 2000; Speziale & Carpenter, 2007). The research results provided conclusions regarding the participants’ training and preparation, the aftermath or effects of their lethal force use, and recommendations or advice for agencies or others in a similar situation. By viewing these incidents through the participant’s lens, it provided insight into areas where their agency performed satisfactorily but also highlighted where improvements can be made, and additional research should be conducted.

Police officers must be able to make an accurate appraisal of a lethal encounter and respond with appropriate force to mitigate the threat to their own lives and to the lives of others. Contemporary police deadly force training places the cadet in mock lethal encounters, which are designed to simulate those occurring in the real lives of law enforcement officers. This Reality Base Training (RBT) is designed to provide cadets with experiences that require their reactions to be within the law, policies and procedures, and ethics while undergoing a very stressful, emotional, and physically dynamic situation (Artwohl and Christensen, 1997; Blum, 2000; Grossman, 1996; Miller, 2008; Murray, 2006). Three police cadets provided written accounts of their deadly force training experiences in the RBT format. The descriptive phenomenological psychological method was used to analyze the data and to synthesize a general psychological structure of their experiences. The results reveal the perceptions, thoughts, feelings and behaviors reflecting the role of consciousness and psychological subjectivity in the participants' understandings and decision-making in the simulated situations.

The purpose of this study was to quantify the prevalence of Post-Operational Trauma in a selected sample of police officers who had used deadly force in the line of duty. This study was undertaken in an effort to determine if police officers experience, to a statistically significant degree, an identifiable, pathological, psychological syndrome, as a result of using deadly force in the line of duty. The Keane, Caddell, and Taylor (1988) Mississippi Scale for Combat-Related Post Traumatic Stress Disorder was administered to two groups of Los Angeles County Sheriff's Deputies. One group was a "Deadly Force Group" consisting of deputies who had used deadly force in the preceding four years. The second group was a "Non-Deadly Force Group" consisting of demographically similar deputies who had not used deadly force. A statistical analysis of the test results was performed and an analysis of variance test) was conducted to assess the significance level of the independent variable. The primary research hypothesis was confirmed in this study. To summarize, there was an elevation on the test scores on the Civilian Mississippi Scale for Post-Traumatic Stress Disorder between the Deadly Force and Non-Deadly Force groups. However, neither of these groups had a score that approached the criterion established for this test instrument to characterize a subject as having Post-Traumatic Stress Disorder. This initial, albeit very limited, use of the Civilian Mississippi Scale for PostTraumatic Stress Disorder with a police population was a significant contribution to the understanding of stress (general and post-traumatic) in police populations.
